Conditional Use Permit

In November 2022, during my meeting with Rick Foster, an Area Welfare Director for The Church of Jesus Christ of Latter-day Saints, he mentioned his interest in supporting the continuing education of those with special needs, particularly if it included some housing for the students. He communicated to me that The Church often sees individuals with special needs go homeless. He told me that if we could get the project built with housing, the church would be willing to donate up to a certain dollar amount to our cause.

Also, around that time, Tate’s good friend, Jordan Warrick, lost his father and the only family member to support him and became homeless. A kind teacher of his at Wasatch Transition College agreed to bring Jordan into her home and care for him. This experience and Rick Foster's comment convinced us to add housing to our project.

Up to that point, Wasatch County had only approved the building of an educational center but had not approved any housing. After further discussions with the County Council, they required us to apply for a Conditional Use Permit to request permission to build housing units on Lot 21 of Blue Sage Ranch. Filing for a Conditional Use Permit was an arduous task and required a significant investment into the architectural design and engineering of the site and buildings to be built. On March 2, 2023, Aspen Center for Learning engaged Shaw Design Group to compile the documentation required by the County for the Conditional Use Permit. The Conditional Use Permit application was made in February 2024 and is still being processed today. We anticipate that the County Council will approve the application in April 2025.
